To ask the Secretary of State for Northern Ireland if he will increase the block grant to education and library boards in Northern Ireland to enable discretionary grants to be paid to all students who are offered places on vocation-oriented courses at further and higher education institutions.

No. The amount of funding to be made available for discretionary awards is a matter for each education and library board to determine in the light of the total resources at its disposal.
