HC Deb 20 January 1994 vol 235 c749W
Mr. Llew Smith

To ask the President of the Board of Trade what changes have been made in the Export of Goods (Control) Order 1987 since it came into force.

Mr. Needham

The Export of Goods (Control) Order 1987 was amended six times between its entry into force on 1 January 1988 and 15 December 1989, when it was replaced by the Export of Goods (Control) Order 1989. Since then, two further Export of Goods (Control) Orders have been made, one in 1991 and its replacement in 1992.

It would not be possible other than at disproportionate cost to describe all the changes made by these various orders and associated amendments. Changes introduced since 1987 have included wide-ranging relaxations of export controls agreed by COCOM and implementation of agreements reached on significant extensions of controls in the non-proliferation export control regimes, namely, the Australia group, the nuclear suppliers group and the missile technology control regime. A broad end-use control aimed at enhancing non-proliferation controls was introduced and expanded in amendments Nos. 6 and 7 to the Export of Goods (Control) Order 1989, made in 1990 and 1991 respectively.
