HC Deb 11 January 1994 vol 235 c76W
Mr. Luff

To ask the Secretary of State for Education what consideration he has given to making funding available to primary schools for extra language teaching, in the light of the reductions in section 11 funding for these schools.

Mr. Robin Squire

Local education authorities—LEAs —at present receive an additional allowance in their standard spending assessment—SSA—to meet the educational needs of children with origins outside predominantly English-speaking countries. SSAs are not prescriptive and LEAs are responsible for funding primary schools according to their own priorities between and within services. When undertaking the recent review of education SSAs for the 1994–95 financial year, we took account of the reduction in the section 11 grant rate.
