§ Mr. Robin SquireLocal education authorities—LEAs —at present receive an additional allowance in their standard spending assessment—SSA—to meet the educational needs of children with origins outside predominantly English-speaking countries. SSAs are not prescriptive and LEAs are responsible for funding primary schools according to their own priorities between and within services. When undertaking the recent review of education SSAs for the 1994–95 financial year, we took account of the reduction in the section 11 grant rate.
