Whether they will propose, in the interest of better financial control of European Community resources, a new system of voting in the Council which will reflect each country's net contribution to, or receipt from, Community funds on the basis that those which have a net contribution enjoy enhanced voting power and those who enjoy net receipts suffer a reduction in their voting power.
