asked Her Majesty's Government:

Whether they accept that there is anxiety in the City of London and elsewhere at the proposals for a Domicile Bill and whether it is now their intention not to introduce any such Bill.

The Lord Chancellor

In 1987 the Law Commissions published a report on the law of domicile; in it they criticised the complexity, artificiality and uncertainty of the present law and made recommendations for reform. The Government are aware that there is some anxiety about certain aspects of the Law Commission's proposals but regard it as largely misconceived. The proposals are still under consideration and the Government will take all points of view into account before coming to a decision about their implementation.
