Why they do not deduct money owed by the United Nations Organisation from their annual contribution and thus pay the net figure.

The payment of assessed contributions to the UN is a legal obligation. The UK's policy has been to pay its dues promptly and in full. The failure to do so by other member states has put a strain on the ability of the organisation to undertake its mandated functions.
