What action is taken in cases where regional health authorities find that fundholding general practitioners are underspending their budgets; and what happens to the unspent balance.

The National Health Service (Fundholding Practices) Regulations 1993 set out the rules on general practitioner fundholder savings for England and Wales, which must be used for the benefit of patients. Copies of the regulations are available in the Library.
