What confidence-building measures in Croatia and the former Yugoslavia were envisaged in their Written Answer on 25 January 1994 (HL Deb, col. WA70); and whether any of these could be initiated in advance of a full ceasefire.

The European Union Action Plan on the former Yugoslavia, presented to the parties in November 1993, and UN Security Council Resolutions 847 and 871 of 1993 proposed confidence building measures between the parties in the UN Protected Areas (UNPAs) in Croatia. These included the opening of the Zagreb-Split railway line and the highway between Zagreb and Zupjana, the opening of the Adriatic oil pipeline, and the restoration of electricity and water supplies to all regions of Croatia, including the UNPAs.

The modus vivendi in Croatia proposed by the European Union envisaged that the confidence-building measures would be carried out once a full ceasefire in the UNPAs had been implemented.
