§ Mr. DorrellThe Commission White Paper on "Growth, competitiveness and employment" refers to the CO2/energy tax proposed by the Commission in June 1992 but does not itself propose such a tax. The revenue which would be raised by implementing a tax as proposed in 1992 would depend on a number of factors, in particular: whether it took the place of other energy taxes, such as fuel duties; and decisions on the nature and size of any of the proposed exemptions to the tax.
