To ask the President of the Board of Trade what estimates have been made of the cost of implementation of the draft county councils directive 8348/92, stage 1, to petrol stations in rural and urban areas.

I have been asked to reply.

There is currently under negotiation a proposed European Community directive which will introduce a system of petrol vapour recovery during the distribution of petrol. Following consultation with industry and a report from independent consultants, the Government have concluded that typical costs for service stations in the United Kingdom are likely to be in the range of £2,000 to £3,000. There will be variations in individual cases, dependent for example on existing equipment layout.
