§ Mr. NorrisCounties, metropolitan districts and London boroughs, as local traffic authorities, are primarily responsible for monitoring the effectiveness of traffic control and parking on all local roads in their areas. My right hon. Friend already monitors the effectiveness of the legal framework within which the local traffic authorities must work.
