§ Mr. MorganTo ask the Secretary of State for Wales if he will make a statement on the future applications to Wales of the Barnett formula and its implications for each of the major categories of Welsh public expenditure.
§ Mr. RedwoodChanges in the public expenditure provision for the Welsh block continue to be determined mainly by the well-established, population-based formula linked to changes to comparable programme expenditure in England. I have flexibility in allocating the resources within the block, which comprises all programmes within my responsibility with the exception of agriculture. I shall be announcing the allocations for individual programmes shortly.
