How many Public Interest certificates were signed by the President of the Board of Trade in the past 10 years; and how many were issued by him in connection with criminal proceedings.

I refer to my answer given to the noble Lord of 12 April (Official Report:WA86). The President of the Board of Trade signed two public immunity certificates in 1992. Both concerned criminal proceedings in R v. Henderson, Allen and Abraham (the Matrix Churchill case). The President signed one PII certificate in 1993 concerning a civil case.

Percentage of pre-completion applications handled in 3 days: No less than 98 per cent.
Average handling time for post-completion applications: Where no requisitions arise, no more than 5 weeks.
5. Quality of service
Percentage of pre-completion applications handled free of error: No less than 99.75 per cent.
Percentage of post-completion applications handled free of error: No less than 97.70 per cent.
6. Development of Land Registration
Number of computerised registers: To increase the number of registered titles in computerised format to 10.50 million.
