§ Lord StrathclydeI refer to my answer given to the noble Lord of 12 April (Official Report:WA86). The President of the Board of Trade signed two public immunity certificates in 1992. Both concerned criminal proceedings in R v. Henderson, Allen and Abraham (the Matrix Churchill case). The President signed one PII certificate in 1993 concerning a civil case.
