§ Mr. BowisThe requirement is for at least 85 per cent. of the social security transfer element of the special transitional grant to be used on community care services provided by the independent sector. One hundred per cent. of this social security money was previously spent in the independent sector. We have received a number of representations from the independent sector, local authorities and others.
