To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to urge for a review of the sanctions on Iraq and their effects on the civilian population of Iraq.

Sanctions are reviewed every 60 days by the Security Council. At the latest—the 18th—sanctions review on 18 March, the Security Council concluded that there were no grounds for lifting sanctions.

Our quarrel is with the regime, not the long-suffering Iraqi people. Responsibility for the hardship of the civilian population lies with Saddam Hussein.
