To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the latest situation in respect of relations between the Republic of Korea and North Korea.

There have been three rounds of talks about talks during October after a period in which the two sides had not met each other. We have been disappointed at the lack of substantive progress. We hope however that North Korea's move at the third round in tabling a draft agreement for the exchange of high-level envoys may signify a willingness on their part to work towards specific progress at a fourth round of talks scheduled for early November.
