§ Mr. NorrisThe Green Paper was published today. It is a consultation document addressing fundamental issues relating to taxi and private hire services throughout England and Wales, including London, and I hope it will generate a stimulating debate on the way forward. I have asked for responses by 1 March 1994. I have arranged for copies to be placed in the Libraries of both Houses.
