To ask the Secretary of State for the Home Department (1) what were the(a) targeted staffing levels and (b) actual staffing levels at each prison in England and Wales;

(2) if he will provide a breakdown of staff numbers in each prison in England and Wales, by rank, gender and race.

[holding answer 18 October 1993]: Responsibility for these matters has been delegated to the director general of the Prison Service, who has been asked to arrange for a reply to be given.

Letter to Ms Joan Ruddock from Derek Lewis, dated 22 October 1993: The Home Secretary has asked me to reply to your recent Questions about staffing in the Prison Service. I attach at Annex A a list of target staffing figures and staff in post at each Prison Service establishment on 31 August. As to the differences, for historical reasons some target staffing figures reflect former complements which were unfunded. On 1 April we devolved to governors the responsibility for recruiting prison officers and, subject to the maximum set by the TSF, deciding the number and mix of staff within their running costs budgets. It may be helpful if I explain the largest gaps between the target staffing figures and staff in post: Brixton—The target staffing figure on 31 August had still to be adjusted to reflect a transfer of work to Belmarsh; it has since been reduced by 33 to 737; Hull—The target staffing figure incorporates new posts created as a result of a change of role at the establishment; these posts are in the process of being filled as required; Leeds—The target staffing figure incorporates the additional posts for two new wings which had not opened by 31 August; the staff in post numbers were still building up in anticipation of opening; Risley—The staff in post, but not the target staffing figure, include around 30 staff in a temporary allocation centre. A breakdown of staff in post at every Prison Service establishment, showing grade, gender and ethnic background could only be produced at disproportionate cost. The readily available information at Annex B shows the number and proportion of permanent staff in each grade who are women or members of the ethnic minorities for the Prison Service as a whole. The figures for staff from the ethnic minorities are based on responses to a voluntary survey of staff ethnic origins and include all who described their own ethnic origin as other than white. Our database of staff ethnic origins now covers approximately 74 per cent. of staff in non-industrial grades. We are taking steps to fill the gaps in that database, and we also hope to extend the database to cover staff in the industrial grades.
