To ask the Secretary of State for the Home Department what assessment he has made of the proposed distribution of Home Office emergency planning grant aid for(a) 1993–94, (b) 1994–95 and (c) 1995–96 to enable the deficiencies identified in his predecessor's statement of 10 July 1991, Official Report, columns 391–94, to be remedied; and if he will make a statement.

The new grant distribution arrangements, which come into operation on 1 April 1994, increase the proportion of resources which are allocated to metropolitan areas. Since the new Civil Defence (General Local Authority Functions) Regulations 1993 came into force on 1 August 1993, grant aid has been available for metropolitan districts and boroughs for the first time.

These measures are intended to assist metropolitan authorities in overcoming the problems in some areas which were referred to by the then Home Secretary in his statement of 10 July 1991.
