asked Her Majesty's Government:

Whether they intend to act upon Mr. Kozyrev's statement to the United Nations General Assembly that Russia would welcome international observers to monitor "parliamentary elections" in Russia.

We will respond positively to requests from the Russian Government to send observers to monitor parliamentary elections in Russia in December. The modalities are currently under discussion.
