Between April 1979 and June 1993, about 1.35 million tenants bought their homes from English local authorities and new towns.

To ask the Secretary of State for the Environment what proposals he has for the improvement of home ownership opportunities for those living in council homes.

The new rent-to-mortgage scheme came into operation on 11 October. It provides a new route into home ownership for council tenants who pay full rent and are financially secure, but who find the full right-to-buy purchase price is still beyond their reach.
