To ask the Secretary of State for the Home Department how many prisoners from the Wolds prison have been treated at outside hospitals as the result of attacks on them in prison; and how many prisoners have been treated by medical services within the prison as a result of attacks since the prison opened.

Lewis to Ms Joan Ruddock, dated 18 October 1993: The Home Secretary has asked me to reply to your recent Question about the numbers of prisoners from the Wolds remand prison who have been treated at outside hospitals and by medical services within the prison as a result of attacks since the prison opened. Between 6 April 1992, when the prison opened, and 11 October 1993, ten prisoners have received treatment at Hull Royal Infirmary and 24 at the prison's Health Care Centre for injuries sustained in attacks on them by other prisoners.

Lewis to Ms Joan Ruddock, dated 18 October 1993: The Home Secretary has asked me to reply to your recent Question about what steps he intends to take to integrate Wolds prison into the rest of the Prison Service. The first step was taken on 1 April this year, when the Prison Service Agency became responsible for all prisons, both directly managed and contracted. Since than a number of further steps to integrate the Wolds have been taken, including incident reporting, mutual support on difficult prisoners and performance measurement. It is also intended that the Area Manager will assume part of the supervisory role in relation to the Wolds.

We consider that there would be advantages if some sentenced prisoners were introduced to Wolds, and have reached agreement in principle with Group 4. Both the Prison Service and the contractor are considering how best this should be implemented.

On 14 October 0.6 per cent. of prisoners (2 prisoners out of 323) were held at their own request under Rule 43.

To ask the Secretary of State for the Home Department what penalties are provided for in the contract with Group 4 to manage the Wolds prison in respect of failure to provide a library service and a bail unit; if these services are in operation; and if he will make a statement.

Lewis to Ms Joan Ruddock, dated 18 October 1993: The Home Secretary has asked me to reply to your recent Question about penalties in the contract with Group 4 for the management of Wolds prison, and about the library service and the bail unit. The contract with Group 4 permits the Prison Service to withhold in whole or in part the agreed monthly fee for any month in which the management of the prison was unsatisfactory in any respect. The library at Wolds is in operation, and a probation officer for the bail information scheme is in post.

To ask the Secretary of State for the Home Department what changes have been made in the chain of command at Wolds prison since Group 4 took over running it; and what assessment he has made of its effectiveness in the event of a serious incident.

Letter from D. Lewis to Ms Joan Ruddock, dated 18 October 1993: The Home Secretary has asked me to reply to your recent Question about the management of serious incidents at Wolds remand prison. Incidents at contracted prisons, like those at directly managed prisons, are now routinely reported to the Incident Management Suite Unit at Prison Service Headquarters. It is intended that the suite should be used in the future for the management of serious incidents at all prisons.
