asked Her Majesty's Government:

Whether they will consider providing funds to assist in improving conditions in HM Prison within the Moorish Castle in Gibraltar, previously an 18th century military prison.

Maintenance of HM Prison within the Moorish Castle is not the responsibility of HMG. The prison is a defined domestic matter, and, as such, is the responsibility of the Government of Gibraltar.
