asked Her Majesty's Government:

How they intend to enable citizens from other EC member states to exercise their right to vote in accordance with the provisions of the Treaty on European Union in next year's European election, bearing in mind that the coming into effect of that treaty will take place after the closing date for registration on the electoral roll.

Once the Treaty on European Union has entered into force we will bring forward subordinate legislation to give effect to the provisions of a directive for the right to vote which is expected to be adopted before the end of the year.

Some details of the directive remain to be settled, but the general principle is that Community citizens who wish to vote in their member state of residence in the 1994 European Parliamentary elections will need to apply to be included in a new register of European Community electors.
