Whether they will issue an instruction to all chief constables banning neck holds on arrested persons.

No. Section 3 of the Criminal Law Act 1967 provides that a person may use such force as is reasonable in the circumstances in effecting a lawful arrest. What particular means of restraint is reasonable will depend upon the circumstances of the case.
