To ask the Secretary of State for Scotland if he will set out the definition of travelling people used for the purposes of the guidance given to local authorities.

[holding answer 25 October 1993]: Section 13 of the Local Government and Planning (Scotland) Act 1982 defines travellers as persons of nomadic habit of life, whatever their race or origin".
