18. Mr. Mullin

To ask the Secretary of State for Foreign and Commonwealth Affairs when he next expects to discuss the situation in Bosnia with his NATO colleagues.

Mr. Douglas Hogg

My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs will attend the North Atlantic Council ministerial meeting on 2 December. Although the agenda has not been finalised, we expect that the situation in Bosnia will be discussed at this meeting.

19. Mr. Skinner

To ask the Secretary of State for Foreign and Commonwealth Affairs what recent discussions he has had with other Foreign Secretaries regarding former Yugoslavia.

The situation in the former Yugoslavia was discussed by EC Foreign Ministers at the Foreign Affairs Council in Luxembourg on 26 October.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about the effectiveness of the UN safe havens in Bosnia.

United Nations Security Council resolution (SCR) 824 of 6 May 1993 established Sarajevo, the Bosnian capital, and the towns of Bihac, Srebrenica, Gorazde, Tuzla and Zepa as safe areas. SCR836 of 4 June expanded the mandate of the United Nations protection force in Bosnia to include deterring attacks against the safe areas and it is clear that the presence of-even small numbers of—UNPROFOR personnel has reduced the willingness of parties to attack safe areas.
