To ask the Secretary of State for Foreign and Commonwealth Affairs what action the Government are taking to contribute to progress towards full democracy in South Africa.

I refer my hon. Friend to the answer my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs gave earlier today to the hon. Member for Chelmsford (Mr. Burns).

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on progress towards democracy in South Africa.

Mr. Lennox-Boyd

We welcome the passage of legislation by the South African parliament on 23 September to establish the transitional executive council. This is a tremendously important step and puts South Africa firmly on the road to non-racial democracy. We now await agreement on the interim consititution and the Bill of Rights, following which the TEC will come into operation and prepare the way for democratic elections.
