To ask the Secretary of State for Employment if he will publish a table showing the total gross public spending for each year since 1991–92 and the projected expenditure for each year to 1995–96, in 1992–93 prices, for training and enterprise councils.

Provisional gross expenditure on programmes delivered through training and enterprise councils in England and Wales and local enterprise companies in Scotland for each year since 1991–92 and projected expenditure for each year to 1995–96 in 1992–93 prices are as follows:

Notes:

1. The total for 1992–93 is the estimated outturn.

2. The totals for 1993–94 onwards are from the latest plans.

3. Running costs for LECs are not included.

4. 1992–93 prices calculated by using GDP deflators as published in the March 1993 Budget.

5. European Social Fund allocations for 1994–95 and 1995–96 are not yet known.

To ask the Secretary of State for Employment if he will publish a table showing whether the public have a statutory right to attend all board or committee meetings,(b) inspect the minutes of meetings, (c) inspect the annual reports, (d) inspect the annual accounts and (e) inspect a register of members' interests of training and enterprise councils.

Miss Widdecombe

The Companies Acts require the accounts of training and enterprise councils be lodged with Companies House where they may be examined by the public. The contract with TECs requires that they make publicly available their corporate plans, hold an annual public meeting and publish an annual report and audited statement of accounts. TECs are private companies and access to their meetings and to their registers of members' interests is a matter for the directors.
