Dr. Wright

To ask the Secretary of State for Employment if he will publish a table showing for each of the executive non-departmental public bodies sponsored by his Department, whether the public have a statutory right to(a) attend all board or committee meetings, (b) inspect the minutes of meetings, (c) inspect the annual reports, (d) inspect the annual accounts and (e) inspect a register of members' interests.

The following executive non-departmental public bodies are sponsored by the Department:

  • Advisory, Conciliation and Arbitration Service
  • Commissioner for the Rights of Trade Union Members
  • Construction Industry Training Board
  • Engineering Construction Industry Training Board
  • Equal Opportunities Commission
  • Health and Safety Commission
  • Health and Safety Executive
  • National Council for Vocational Qualifications
  • Remploy Ltd.
  • Investors in People

With the exception of the special arrangements which exist in relation to the Health and Safety Commission and Executive, all are responsible to my right hon. Friend the Secretary of State. The Health and Safety Commission is responsible to my right hon. Friend the Secretary of State and other Secretaries of State which have relevant interests, and the Health and Safety Executive is responsible to the Commission.

The public does not have a statutory right to attend board or committee meetings or inspect the minutes for any of the organisations listed above.

The Advisory, Conciliation and Arbitration Service, Commissioner for the Rights of Trade Union Members, Equal Opportunities Commission, Health and Safety Commission and Health and Safety Executive are required by statute to produce and lay before both Houses of Parliament copies of their annual reports and account. These are then made available in the Libraries of both Houses of Parliament.

Remploy is also required by statue to copy its annual report and accounts to the Registrar of Companies and these may be examined by the public at Companies House.

Although not required by statute, the annual report and accounts for the National Council for Vocational Qualifications and the annual accounts for Investors in People United Kingdom are published and copies made available in the Libraries of both Houses of Parliament.

With the exception of Remploy Ltd,—where a register of directors interests is available for inspection at its registered office—the public do not have a statutory right to inspect a register of members' interests for any of the organisations listed above. In the case of the Advisory, Conciliation and Arbitration Service, no such register exists.
