12. Mr. Jacques Arnold

To ask the Secretary of State for Education what guidance he issues as to co-operation between local education authorities and the grant-maintained schools in their areas as a method of enhancing educational provision.

Mr. Patten

My Department has recently issued a consultation letter on co-ordinated admissions arrangements between schools and LEAs and will be looking to produce further guidance early next year. The special educational needs code of practice, issued in draft last week, emphasises co-operation between all schools and LEAs in the interests of children with special educational needs. A circular on provision for under-fives is also planned and guidance will be issued shortly on school transport.

23. Mr. Shersby

To ask the Secretary of State for Education what additional resources are available for the expansion of popular grant-maintained schools; what are the criteria for obtaining available resources; and if he will make a statement.

Mr. Robin Squire

The popularity of schools is one of the factors taken into account, where relevant, when determining capital allocations between self-governing schools.

In 1993–94, £56 million was distributed for capital projects in self-governing schools.

In addition, all self-governing schools receive a pupil-based capital allocation which also provides a direct link between popularity and funding.

To ask the Secretary of State for Education if he will make a statement on the number of(a) secondary and (b) primary schools which have taken on grant-maintained status.

A total of 514 secondary schools and 182 primary schools are now enjoying the independence that self-governing status brings. This gives a total of 696 GM schools—over three times the number that were operating on the day of the general eleciion last year. A further 16 secondary schools and 37 primary schools are already approved for self-governing status and we look forward to welcoming them to the sector in January and April next year.

Many parents are deciding that self-governing status is right for their children's schools. In particular there has been a rapid increase in the number of primary schools opting for GM status. Over one third of all primary school ballots have taken place since 1 April this year.

To ask the Secretary of State for Education how many grant-maintained schools there are in each of the seven counties of the south-west; how many applications have now been approved but not yet come into effect; and how many applications are awaiting approval.

There are 696 self-governing schools in England. A further 65 are already approved for self-governing status and 118 more have application in the pipeline or ballots pending.

Self-governing status is the best form of management for schools and we are confident that schools which have not yet taken the opportunity to embark on the GM process will do so in increasing numbers. We hope that over time all schools will become self-governing, but this will be determined by parents in ballots.
