§ Dr. WrightTo ask the Secretary of State for Education if he will publish a table showing the projected expenditure for each year to 1995–96, in 1992–93 prices for (i) the Further Education Funding Council, (ii) the Higher Education Funding Council and (iii) the Funding Agency for Schools.
§ Mr. BoswellThe figures requested for the bodies concerned are shown in the table:
£ million 1992–93 prices 1993–94 1994–95 1995–96 Further Education Funding Council (FEFC) 2,630 2,699 2,792 Higher Education Funding Council for England (HEFCE) 2,709 2,733 2,634 Funding Agency for Schools (FAS) 2,500 4,500 The figures for the FEFC and the HEFCE are for planned recurrent and capital grant to those councils, including provision for the councils' own running costs, as shown in the 1993 departmental report (Cm 2210), deflated to 1992–93 prices using the GDP deflators published in the March 1993 Budget statement. The HEFCE figures have been increased to take account of the shift from tuition fees to HEFCE grant in 1993–94.
The Funding Agency for Schools is to be established on 1 April 1994. The figures shown above are based on current assumptions about its further expenditure, which will be dependent on the numbers and size of self-governing—grant-maintained—schools and on the grant regime, which will be the subject of regulations. Part of the expenditure will be recouped from local education authorities. The figure include expenditure on the FAS's running costs.
