Mr. Chris Smith

To ask the Secretary of State for the Environment what plans he has, and under what timetable, to introduce legislation(a) to create an environmental protection agency, (b) to change administrative arrangements for national parks, and (c) to implement the provisions of the EC habitats directive.

[holding answer 21 May 1993]: My Department is continuing to work for the early creation of the environment agency and to change the administrative arrangements for national parks. The required legislation will be introduced as soon as the necessary parliamentary time can be found. The Government intend to meet the timetable specified by the directive for any necessary transposition of its requirements into domestic legislation.
