§ Mr. Gwilym JonesA 1992 survey by the Health Promotion Authority for Wales reported that 36.6 per cent. of all fifth formers had used some form of drug or other substance, excluding alcohol and tobacco, during that year. That data broken down to local education authority level are too small to be significant.
