What penalties are incurred by agencies which fail to achieve their key management targets and what criteria are used in applying those penalties.

Key management targets for each agency are set by the appropriate Ministers. It is for the Minister to decide whether penalties should be incurred if targets are not met. There are no prescribed criteria: the Minister will consider particular circumstances on a case by case basis.
