To ask the Secretary of State for Foreign and Commonwealth Affairs what funds were pledged by the United Kingdom for Cambodia at the United Nations Aid Conference in Tokyo in June 1992; how this commitment has been met to date; what information he has on the payments made to date by the other pledger nations; and if he will make a statement on the current effectiveness of the United Nations transitional authority in Cambodia.

In June 1992 we announced that our total aid pledge for Cambodia had been increased by $10 million to some $30 million. Of this sum we have already committed nearly $24 million, principally on humanitarian aid and the United Nations High Commission for Refugees repatriation programme, mine clearance, human rights, health care, water supply and English language teacher training. Of the $880 million pledged by donors at Tokyo, some $94.3 million had been provided for aid projects within Cambodia up to February this year. A national breakdown of this figure is not available.

UNTAC has made considerable progress towards implementing the comprehensive political settlement in Cambodia. Preparations for the elections due to be held from 23 to 27 May are well advanced: more than 4.6 million Cambodians have registered to vote, 96 per cent. of those eligible; the election campaign began on 6 April, and UNTAC has taken a range of measures to promote a neutral political environment. In addition, nearly all the 350,000 refugees formerly in camps on the Thai-Cambodian border have returned to their homes.
