A breakdown by male and female participation can be drawn from the 1991 census, which recorded residents who were on Government schemes but did not identify type of scheme. Based upon individual household members' assessments of their employment position there were 7,413 males and 4,250 females aged 16 to 19 on a Government scheme. The total of 11,663 represented 7.7 per cent. of the population of that age.
