HL Deb 06 May 1993 vol 545 cc47-8WA
Lord Stoddart of Swindon

asked Her Majesty's Government:

Whether in the light of increasing concern about the health risk to people exposed to vehicle exhaust

fumes in already heavily trafficked neighbourhoods, they will ban the closing of so called "rat runs" where this will further increase traffic and health risk in such neighbourhoods.

The Earl of Caithness

Most roads which are prone to "rat running" are under the control of local authorities. They have a wide range of powers to regulate traffic and are best placed to weigh the demands of health and safety in the light of local circumstances.
