To ask the Secretary of State for Education what plans he has to assist postgraduate students to fund their course fees and living expenses where their education authority are refusing to grant discretionary awards; and if he will make a statement.

Local education authorities have power to make discretionary awards to students on postgraduate courses, other than those designated under the Postgraduate etc. Courses (Exclusion from Discretionary Awards) Regulations as being within the ambit of another postgraduate award-making body. Universities can use their access funds to help full-time postgraduate students facing financial difficulties. My right hon. Friend has no plans to establish a new award scheme for postgraduates unable to secure support from other sources.
