§ Mr. Gwilym JonesAdvice was issued to Welsh county councils on 1 April 1993 in Welsh Office circular WHC(93)30, copies of which are available in the Library of the House. This advice covers the councils' responsibilities to assess the needs of alcohol and drugs misusers and to plan and arrange appropriate services for these individuals under the general community care arrangements. It includes reference to residential care arrangements.
