To ask the Secretary of State for Scotland (1) if the terms of reference of the independent inquiry into the carrying out of smear tests at Inverclyde will include consideration of latest technologies available for checking slides;

(2) if the terms of reference of the independent inquiry into the carrying out of smear tests at Inverclyde will include the drawing up of a list of safeguards to ensure that the work is carried out to the highest possible standard.

The terms of reference of the independent inquiry are as followsTo inquire into the circumstances which led to a review of 20,000 cervical smear test results for the period 1987 to early 1992 undertaken at Inverclyde hospital laboratory.

To report to the Minister of State and make recommendations.

These terms will enable the inquiry team to take account of all relevant matters and to make the recommendations which they consider appropriate. The matters to which you refer will be drawn to the attention of the inquiry team.

The membership of the inquiry team is as follows:

Chairperson

Dr. Euphemia McGoogan, senior lecturer in pathology, university of Edinburgh.

Member

Dr. Elizabeth Hudson, consultant cytopathologist, Northwick Park hospital, Middlesex.

The non-medical members are:

  • Ms Leeona Dorrian, advocate, Edinburgh.
  • Professor Nick Day, professor of public health, university of Cambridge.
