§ Mr. LangImplementation of a number of the proposals contained in the White Paper is already in hand. For example local information points and a public inquiry unit should be operational by the summer; the new oil and gas office will be opened in Aberdeen later this year; preparatory work for the various transfers of responsibility from Whitehall to the Scottish Office is proceeding. As regards parliamentary aspects of the White Paper, proposals for the amendment of Standing Orders will be brought forward in due course.
