§ Mr. YeoOur new community care arrangements represent an application of the principles of the citizens charter. Assessment puts the individual at the centre of the process so that services can be tailored to need rather than need to services. We have made clear that the results of assessments and the subsequent care plan should be discussed with users and carers and that authorities should collect and record the information they need to plan to improve their services.
