Under what powers has authority been given for operations of the European Cohesion Fund to commence on 1st April in advance of ratification of the Treaty of Union.

The Treaty on European Union makes explicit provision for a cohesion fund. The Edinburgh European Council invited the Council to adopt, before 1st April 1993, an interim cohesion financial instrument based on Article 235 of the present treaty.
