Mr. Leighton

To ask the Secretary of State for Employment what is the percentage planned increase in the running costs of her Department between 1992–93 and 1995–96; and what efficiency gains these plans assume.

The percentage planned increase over the period 1992–93—1995–96 is 7.7 per cent. The minimum efficiency savings for the Department is at least 1.5 per cent. for each financial year.

To ask the Secretary of State for Employment if she will set out the information in table 1 of her Department's expenditure plans, Cm. 2205, in real terms, and make a statement on the changes made since the previous year's plans.

The following table shows table 1 of the Department's expenditure plans, CM. 2205, in real terms. Changes made to the previous year's plans include the machinery of Government changes made last April; the introduction of departmental responsibility for accruing superannuation liability payments formerly carried out on an allied service basis by the Paymaster General's Office—figures have been adjusted for all years to show comparative provision; increased receipts from the Department of Social Security to offset costs of higher numbers of unemployed people; the transfer to the Welsh Office of responsibility for delivering main training and enterprise programmes in Wales, for years 1992–93 onwards; and the 1992 public expenditure survey settlement for 1993–94 onwards as announced in the autumn statement.

1Provision for credit approvals/net capital allocations for Wales and Scotland only. The corresponding provision for England is included within the "other services" credit approvals block which is managed by the Department of Environment.

2Excludes the amounts transferred to the Scottish Office (mainly for Scottish Enterprise and Highlands and Islands Enterprise) which became responsible for delivering the main training and enterprise programmes in Scotland with effect from 1991–92, and to the Welsh which gained responsibility for delivering these programmes in Wales from 1992–93.
