§ Mr. BrookeNo guidance was issued to local authorities at the time about the effect of the Wireless Telegraphy (Broadcast Licence Charges and Exemption) (Amendment No. 2) Regulations 1988. But the changes to the concessionary television licence scheme which these regulations introduced were explained to the House by the then Home Secretary on 18 May 1988 and a press release was issued on the same day by the Home Office.
