§ Mr. Stewart[holding answer 10 March 1993]: Scottish Enterprise and Highlands and Islands Enterprise have a duty to keep under continuous review the suitability and adequacy of training provided by local enterprise companies or their agents. Both bodies provide the Scottish Office with regular management information about the effectiveness of the youth training and employment training programmes, including the numbers of trainees achieving vocational qualifications and job outcomes.
§ Mr. WorthingtonTo ask the Secretary of State for Scotland what formal rights of appeal exist for anyone involved in Government training schemes if he or she feels that they have not received the service promised by the Government.
§ Mr. Stewart[holding answer 10 March 1993]: Scottish Enterprise and Highlands and Islands Enterprise, which are responsible for the delivery of Government-funded training programmes in Scotland, are required to ensure that each of the local enterprise companies with which they contract for the local delivery of these programmes operates a satisfactory procedure for dealing with all complaints made to them. The precise details of these procedures are likely to vary from one local enterprise company to another. Individuals may also make 113W representations to Scottish Enterprise or Highlands and Islands Enterprise if they believe that a local enterprise company has failed to comply with its contractual obligations.
§ Mr. WorthingtonTo ask the Secretary of State for Scotland what numbers and percentage of youth training and employment training places are provided by(a) private employers, (b) public bodies, (c) voluntary bodies and (d) others.
§ Mr. Stewart[holding answer 10 March 1993]: In Scotland responsibility for monitoring the delivery of youth training and employment training rests with Scottish Enterprise and Highlands and Islands Enterprise. I have asked the chairmen of these two bodies to write to the hon. Member with the information he has requested.
