To ask the Secretary of State for the Home Department what proposals he has in relation to the reduction of juvenile crime.

Mr. Jack

As my right hon. and learned Friend said in his Statement to the House on 2 March, he and my right hon. Friends the Secretaries of State for Education and for Health have drawn up proposals to tackle juvenile crime on a broad front.

For the small hard core of persistent juvenile offenders who commit a disproportionate amount of crime we will be introducing a new secure training order for sentencing the juvenile offender who has not responded to supervision in the community.

To ask the Secretary of State for the Home Department if will introduce legislation to allow magistrates to have access to the records of offences committed by juvenile offenders.

Mr. Jack

There is nothing in the existing law which prevents courts having access to the previous convictions of either juvenile or adult offenders.
