§ Mr. JackWe have received representations on all aspects of the sentencing framework introduced by the Criminal Justice Act 1991, including some about the new arrangements for the release from custody of sentenced prisoners under which no prisoner may now be released before he or she has served at least half of the sentence imposed by the court. The effects of these and other changes, introduced by the Act and brought into effect on I October 1992, are still being monitored.
