§ Mr. Lennox-BoydIn 1992 we established a bilateral aid programme for Mongolia and pledged £2.7 million over three years from 1992–93. Of this sum £2 million is allocated for balance of payments assistance in the form of critical imports—industrial lubricants, and £0.7 million for technical co-operation—principally English language teaching and policy consultancy to support the World bank lending programme.

§ Mr. Lennox-BoydUnder the bilateral aid programme an English language project is under discussion with the Government of Mongolia which is planned to focus on (i) intensive business English courses for officials in key economic Ministries and financial institutions and (ii) teacher training in business English. The project is expected to begin in mid-1993.
Under the cultural exchange programme we are funding, with the British Council, the final stage of an English syllabus and teaching materials project for secondary schools. This project, which began in 1990, will produce a first-year textbook, and includes training for Mongolian textbook writers.
